The letterhead is from:
"The Territory of Montana
Auditors Office
Helena, M. T."

The engraving on the left appears to be a precursor of the modern seal of the state of Montana. The state motto "Oro y Plata" is displayed along with items representing agriculture, mining, railroads, steam boats, mountains and a waterfall.

Dated March 10th 1885. The page reads:
"Jacob Hoover Esq.
Utica,
Montana.
Dear Sir:
Yours of 6th Inst. Is received, with a paper signed by yourself, purporting to be a bounty certificate which is hereby returned.

To obtain a bounty it is necessary to have the certificate of a Justice of the Peace or Probate Judge.
Yours Truly,
J. T. Woolman Ter.
Auditor."

Below this is a response from Mr. Hoover which says
"Enclosed I hand you the certificate properly indorsed [sic]
Yours Truly
Jacob Hoover"
