The letter is from:
"Headquarters National Guard of Montana.
Dillon Montana".
Dated May 30 1890. This is a report to the Adjutant General, S. R. Douglas, in Helena. It reads:
"Sir:
In obedience to Special Orders No. 2 Series 18, N. G. O., and on the 30th day of May 1890 I inspected Captain Lamont's Company E First Regiment Infantry, N. G. M., at Dillon and have the honor to report:
I have the honor to recommend to the Commander-in chief do allow to ihis [sic] company the annual appropriation provided by law to be paid out of the Treasury to each company of the National Guard entitled thereto.
I have the honor to be Very Respectfully your odb't [sic] serv't
H. D. Pickman Major
Actg Inspector General."

The reverse has notes that read,
"R. A. G. O. June 11-90
Helena, Montana,
Dec. 17, 1890.
Examined and approved.
S. R. Douglas Adjutant General"
followed by the signatures and rank of several other officers. Also noted in red on the reverse is the following:
"The law provides that each company upon certain conditions is entitled to $500.00. No appropriation was available to pay the same for 1890 - We do not understand that in such case action upon the part of the board is necessary. Action will be taken when appropriation is made"
The signature is difficult to read. It seems to be Chouinad, in red ink, following the notation that this document was filed "with vouchers 7739-40-41."
