These two forms are permanently attached to each other. Both have information on the front and back. The large form is a "Muster Roll" for the "Regimental Band 1st Regiment Infantry National Guard, Montana". The smaller form appears to be authorization for payment of the annual appropriation of $300.00 for the band.
Dated May 30th 1895. The muster roll lists the names of 22 members of the band with their respective ranks and dates of enlistment. Of note on the reverse of the muster roll is the review of the band by C. F. Lloyd, Adjutant General. It reads:
"I certify on honor, that I have carefully examined the within muster roll; that I have mustered and minutely inspected the Regimental Band the condition of which is found to be as expressed in my remarks hereto annexed.

Harry C. Kessler statement [Enlarge_+] [Extra_Large]
The smaller document is claim number 6320 from the State Board of Examiners, authorizing $300.00 for the Regimental Band on Aug 8, 1895. Also on the smaller document is found a statement which reads:
"State of Montana,
County of Silver Bow } Harry C. Kessler
being first duly sworn, deposes and says: that he is the Colonel of the 1st Infty N.G. M. named in the within account; that he has read same and knows the contents thereof; that the same is true of his own knowledge; and that the said account is just and wholly unpaid."
The statement is signed by Harry C. Kessler and notarized by James F. Wilkins on the 27th of July 1895.
